The deployment of United States forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date. 2. A quick-reaction U.S. force and an over-the-horizon presence of U.S Marines shall be deployed in the region. 3. The United States of America shall pursue security and stability in Iraq through diplomacy. Will a Republican ever sign or is this too toxic? Murtha staff not working with the coalitions. HR 4232. Rep. Jim McGovern (D-MA) "End the War in Iraq Act of 2005." Would stop funding the War in Iraq. The bill would allow Defense Dept. funds to be used only to provide for: the safe and orderly withdrawal of all troops; consultations with other governments, NATO and the UN regarding international forces; and financial assistance and equipment to either Iraqi security forces and/or international forces. Additionally, the bill would not prohibit or restrict non-defense funding to carry out reconstruction in Iraq. Similar to McGovern/Hatfield language during Vietnam War. Many Members concerned about perception of failing to fund the troops (17 Cosponsors) (introduced 11/4/2005)
